TEBIS use for Cadastral Mapping in a Developing Country 2007/2008.
In 2007, Resource Management & Research (RMR) was engaged by the National Land Management Authority (NLMA) of Lao PDR
to carry out cadastral mapping using the TEBIS for their land titling programme.

Objectives
of the Project.
The objective of the Project was to demonstrate a methodology for accurately and quickly marking adjudicated land parcels onto fully rectified and geo-referenced high resolution digital images captured using a TEBIS.
Products
The Project was carried out in 7 villages covering a total of 3,600ha and following products delivered:
- Geo-referencing GPS ground survey and rectification of captured images was followed by issuing of preliminary photomaps.

- Cadastral mapping annotations were applied to hardcopies of the preliminary photomaps, which were subsequently digitised.

- Final rectified cadastral photomaps, and vegetation and land use photomaps were issued for each of the 7 villages.

- Contemporary photomaps were used in preparing land title documents and land use and infrastructure plans.

Advantages of TEBIS Demonstrated.
The demonstrated advantages of the TEBIS system for cadastral mapping tasks were:
- Avoids the large initial expense of normal aeroplane photography.
- TEBIS images are contemporary, not several years out of date. This makes the adjudication by the teams on the ground much faster.
- Economical to use the TEBIS to go out and acquire images of specific areas at short notice for dispute resolution or for urgent planning needs.
- Low capital cost of the system.
- Simplicity of the system.
Further Application of the TEBIS for Cadastral Mapping.
RMR were commissioned by the Committee for Vientiane Industial Estate (CVIE); to
photograph 3,000ha scheduled for acquisition and urban redevelopment
in central Vientiane.
The photos were stitched and geo-rectified for use by government
land planners and land acquisition officers.
